Introduction

Transition Industries (the “Company”), including its subsidiary Pacifico-Mexinol (“Mexinol”), is committed to the development of large industrial projects that address climate change, sustainably manage natural resources; and working with neighbors to maintain and improve the social fabric of the communities in which we live and operate.  The Company is a respectful, innovative, forward-looking, and responsible member of the world community. Being a Good Neighbor requires the Company to engage with local stakeholders, listen to local community members to understand their needs and concerns, and implement interventions and solutions to ensure our projects manage resources effectively and sustainably, support the continued livelihood and well-being of local community members and create shared value opportunities that align with our strategic objectives and guiding principles.

Scope

This policy applies to personnel, including employees as well as temporary or contingent workers. We expect our suppliers, contractors, and business partners to adhere to this policy.

The Company’s priority is to support the long-term socioeconomic development in the area our Projects operate through multi-party dialogue. Where applicable, we commit to working with Indigenous People in a way that respects their history, culture, and customs within legal and constitutional frameworks.

Purpose

The purpose of this policy is to outline, inform and uphold our commitment to:

  • Building lasting partnerships with stakeholders across our project’s areas of operation. This includes government, NGOs, civil society, academia, local leaders, Indigenous and community members;
  • Actively engaging with communities in the areas in which we operate;
  • Discussing developments related to projects with community leaders and its residents, including women and vulnerable groups;
  • Working cooperatively with the community to address its needs and interests;
  • Developing appropriate Public-Private Partnership projects and/or support mechanisms through the Company’s Strategic Community Investment program;
  • Sharing information with the community, residents, and local businesses with respect to employment and procurement/contracting opportunities;
  • Providing the community’s residents with an opportunity to access job opportunities associated with the Project and using every reasonable effort to ensure that qualified residents are fairly represented in the Project’s workforce (construction and operations phase);
  • Providing qualified local businesses with an opportunity to access contracting opportunities for the provision of works, goods, and services to our projects;
  • Developing community development agreements to support the achievement of socioeconomic development outcomes.

Legal Frameworks

The policy is aligned with the following legislature and frameworks:

  • World Bank/IFC’s Environmental and Social Performance Standards (PSs) including Indigenous Peoples and Community engagement requirements
  • ILO 169 Indigenous and Tribal Peoples Convention
  • The Universal Declaration of Human Rights
  • Local legislation on labor and human rights

Policy Guidelines and Responsibilities

This policy is the joint responsibility of the Head of Corporate Affairs and Head of ESG and implemented and overseen at the project-level under the direct supervision of the Mexinol Community Relations Manager.
