The ESIA was developed to comply with Mexican laws, applicable international/regional conventions, protocols and agreements, IFC Performance Standards, World Bank/IFC Environmental, Health and Social Guidelines, Equator Principles, and good international industry practice.
The ESIA process did not identify any significant environmental or social impacts.

MIA: Environmental commitment: from authorization to excellence
Pacifico Mexinol was built on an environmental standard already superior to that of the conventional industry. Yet our commitment to sustainability pushed us to go further.
The original authorization
In November 2023, Mexico’s Secretariat of Environment and Natural Resources (SEMARNAT) authorized the project through official resolution SRA/DGIRA/DG-04243-23, based on AdWinMethanol® technology. This technology already represented a CO₂ emissions reduction of between 66% and 78% compared to a conventional methanol plant — a significantly cleaner starting point than the industry standard.
The decision to go further
Throughout the planning process, and as a result of ongoing dialogue with stakeholders, we made the decision to upgrade the project to a higher-performing technology: AdWinMethanol ZERO®. This technology reduces greenhouse gas emissions to near-zero levels while simultaneously improving the plant’s operational efficiency and productive capacity.
This modification was submitted in accordance with applicable regulations (SEMARNAT procedure 04-008) and officially authorized by SEMARNAT in March 2024 through resolution SRA/DGIRA/DG-01117-24.
The result: a near-zero emissions plant
The technology upgrade produced a dramatic reduction across all emissions categories:

Residual CO₂ and NOₓ emissions correspond exclusively to scheduled major maintenance shutdowns occurring every three to four years, not to the plant’s daily operations. Under normal operating conditions, emissions are practically zero.
Transparency as a principle
We are aware that information currently circulating in the media is based on data from the original Environmental Impact Assessment (EIA), which corresponds to AdWinMethanol® technology. That information no longer reflects the project as it was authorized and will be built.
